Today's lesson - solutions for an ageing population



What we revised
1. "Managed an ageing population" = Effectively address/reduce the negative impact of an ageing population
2. We also learnt that an ageing population leads to 4 negative consequences:
- Loss of competitiveness
- Increased expenditure on healthcare and nursing care at the national level
- Increased strain on the working population
- A weakened Defence Force

3. Hence, in a question like:
"The best way to manage an ageing population is through community support." How far do you agree? Explain your answer.

You job is to explain how each factor:
- Helps address/reduce the negative impact of an ageing population
- by lessening or removing the negative impact.

3. Individual Responsibility through leading a healthy lifestyle.

I agree to a large extent that the best way to ensure that healthcare in
Singapore remains affordable is through self-reliance. However, there are other way such as the government support and the community support. Let me explain further.

The best way to ensure that healthcare in Singapore remains affordable is through self- reliance. One of the ways to be self-reliant is to have medical insurance, which is the Medishield government insurance scheme. It prevents us from bringing financially ruined by medical bills. Singaporeans pay a small premium to get insurance coverage in the event of a major illness. With insurance coverage from Medishield, no Singaporeans will be ruined by high medical bills since Medishield pays for most of the medical cost. The person himself need not pay for the medical bills. Healthcare becomes affordable for all Singaporeans if they have Medishield insurance. Hence, this is how medishield, a form of self-reliance helps make healthcare affordable. Another way to be self-reliant is to have save money through Medisave. It is the ‘forced’ savings of our own money from our salary to be put into a Medisave account. The interest earned is 4% p.a. Money will accumulates monthly till it becomes a large sum. Also, Medisave can only be used for medical expenses. Singaporeans will have enough money to meet their medical needs, such as operations, treatment and medication. Thus, healthcare is now affordable for all.

The government is paying for a portion of the medical cost. The government pays for as much as 80% of ‘C’ class ward charges through subsidies. This will mean that the individual will pay for only a small portion of the medical bill. This means even poorer people can now afford medical care or treatment with less of an individual’s own cash spent on the bill. Another way the government gives support is through restructured hospitals. Restructing if hospitals aim to increase in productivity and efficiency in managing hospitals. The government realized that they did not know how exactly how to manage hospitals as efficiently as they should. The government left the management from Singhealth and National Healthcare Group (NHG). This increases the productivity. With fewer resources, the hospitals could do more to provide a better healthcare. Thus, the overall cost of providing healthcare fell, which means less cost paused to patients.

The best way to ensure that healthcare in Singapore remains affordable is through community support. The community makes sure that medical care is subsidized. This includes grassroots oraganisations such as the community clubs and resident committees. The community clubs provide healthy activities. By organising wellness programs and social as well as recreational activities, people who live in the community, along with voluntary welfare services, can help the elderly stay physically and mentally active. This will allow them to grow old gracefully and not suffer from illnesses like dementia easily. They will also get medical care even when poor. This is to ensure that no elderly I Singapore will end up without medical treatment. Thus, healthcare is now affordable for the elderlies.

In conclusion, the best way to ensure that healthcare in Singapore remains affordable is the one which can subsidies the most amount of money, and I believe that the self-reliance method. Although the Medisave is from our own salary, and we are being ‘forced’ to pay the Medisave. However, when you need the money for medical uses, with the money that you had accumulated, you could use that sum of money to pay for your medical bills. In this way, you will not need to pay for the medicals fees yourself. However, the government support and the community support also help in subsidizing in the healthcare.
