In conclusion, my point of view for the most effective measure is that it can increase the population in Singapore most quickly and the attracting foreigners measure is the only measure that qualify this criteria. Under this measure, the government can just simply control the population by deciding whether to allow how many foreigners to become PRs in that particular year. For example, if the government feel that the population is acceptable for that particular year, they would tighten our immigration laws and makes foreigners cannot become PRs so easily. From this example, we could see that it is a very efficient measure to increase population growth. However, the other 2 measures (5-day work week for the Civil Service& grandparent caregiver relief) can help to increase Singapore population too but both take a longer period of time to see its results compared to the attracting foreigners measure. These two measures have to wait for people to see its advantages first, then they will believe that these measures benefits them and willing to start a family. This then will help to boost Singapore’s population. Due to this reason, more time was taken for people to think and decide. This was different from the attracting foreigners measure because the attracting foreigners measure only need one person decision to boost population while others two measures need many people decision in order to get population to increase. Thus, the most effective measure in ensuring population growth is by attracting foreigners to Singapore.
