In conclusion, the most effective scheme must be the one which can control the traffic flow in all parts of Singapore. Thus, only Vehicle Quota System (VQS) qualifies for this. Both the Electronic Road Pricing (ERP) and Park-and-Ride Scheme (PARS)only controls the traffic congestion inside the Central Business District (CBD), but not in other parts of Singapore. On the other hand, the VQS can easily control the traffic congestion in Singapore by adjusting the number of COEs available. Hence, I agree to a small extent that PARS is the most effective method to control traffic congestion in Singapore, and stronly believe that VQS is the most effective method to control traffic flow in Singapore.

[I'm sorry Mr Lim, my last post was on the wrong topic.]

In conclusion, the most effective scheme to increase population in Singapore is the scheme which can guarantee a quick increase in the population of Singapore. Among the three factors I have explained (attracting foreign talents to Singapore, Graduate Mothers Scheme, "Three Or More If You Can Afford It"), attracting foreign talents to Singapore is one which can guarantee the quickest increase in population. Attracting foreign talents to Singapore does not even need a year, but on the other hand, raising a child will need lots of time. Therefore, I agree to a large extent that attracting foreign talents to Singapore is the most effective way to increase population in Singapore.

In conclusion, i feel that the most effective way to increase the population in Singapore is the method that can guarantee an increase in the population of Singapore by liberalising the immigration laws of Singapore. In this case, the most effective method would be attracting foreigners. Attracting foreigners can help increase Singapore's population pernamently and quickly when they come here and settle down eventually. As compared to other factors like pro-family measures and giving financial incentives, they are all short-termed ways to help increase Singapore's population, which is not really useful. For me, attracting foreigners is the most effective method as Singapore only needs to attracts them by subsidising housing and education and welcome them to take up jobs in Singapore and they will be attracted to come here. Once they are here, most of them will naturally want to raise up their families here based on Singapore's current living environment. It will then increase Singapore's population effectively and quickly when they become PRs. Thus, attracting foreigners is the most effective method to increase Singapore's population.

In conclusion, the most effective measure in ensuring population growth is the method that can guarantee results in terms of increasing population. By increasing population through attracting foreigners, the government would have 100% control over the population growth as the government can choose to either tighten requirements for applying the Singaporean citizenship so that it would be more difficult for foreigners to obtain a citizenship or they can choose to relax the requirements so that it would be easier for foreigners to obtain citizenship. This means that the government would have absolute control as when they want to increase the population growth; all they have to do is to relax the requirements to make it easier for foreigners obtain citizenship. In this way, there will be more people applying citizenship in Singapore which also means that there will be more people living in Singapore and as a result guaranteeing the result of population growth. However, pro-family measures and financial incentives can only encourage people to give birth but that does not guarantee immediate results as couples can still choose to want to give birth but they may still choose to give birth at a later age or they may even choose to give birth to one children. Moreover, the financial incentives might only appeal to the lower class group but not the upper class group or even the middle class group as they can choose not to have babies even thought they can afford it. Hence, the measure that can guarantee results in terms of increasing population growth would be attracting foreigners to Singapore.

In conclusion, the most effective way is one which can increase the population at a fast speed and easily. This is achievable only through attracting foreign talents.
It is easy to attract foreigners to Singapore than to persuade Singaporeans to have more babies, as it take time to give birth to the baby and attracting foreigners does not take so long, therefore it it fast and easy thus the most effective way.

In conclusion, the most effective way to increase the population in Singapore means it can speed up the population growth and it is guaranteed. This is achieveable only through attracting foreign talents, and it is the quickest way to increase the population. However, the pro-family measures and financial incectives are effective in increasing population, but not all the family are motivated to have children. Thus, this may not be the most effective ways to increase the population.
