Homework 3:SEQ The best way to increase the population in Singapore

"The most effective measure in ensuring population growth is by attracting foriegners to Singapore." How far do you agree? Explain your answer. [13 marks]


Definition of effective measure:
You may define effective as - the method that can guarantee results in terms of increasing the population OR as the method that can increase the population most quickly OR the method that can lead to a permenant increase in the population.

Attracting foreign talent helps to promote population growth as when foreigners begin to work and live here they develop an attachment and may take up permanent residence or citizenship. foreign talent with skill and knowledge are granted easier entry with subsidised housing and an attractive education package for children. singapore's econmic progress has also attracted more foreigners to make singapore their home.

The pro family measures scheme was offered in 2004 with regards to marriage and parenthood. people have delayed their marriage and parenthood thus leading to drastic fall in birth rate. So, many measures were introduced to help couples decide to marry early and become parents. E.G five day work week, extended maternity leave grandparents caregiver relief equalised medical benefits. As with the third child policy, success is still not registered as people were not very receptive to these measures they have become too pragmatic With having a small family.

The third child policy was introduced in 1987 after a slow population growth due to the success of the two child policy. parents were encouraged to have 3 or more children if they can afford it. to help lift the financial burden of having children the government introduced incentives and measures such as alllowing medisave to pay for delivery charges however the only year when there was a significant increase in the birth rate was in 1988 the year of the dragon sonce the the fertility rate has dropped to 1.24 in 2004.

Inconclusion attracting foreign talents produced better results in terms of population growth compared to the two other policies aimed at the locals. As foreign talents has been the fastest and easiest way to promote population growth whereas the two other policyies would take a longer time to bear results

Not only that, foreigners are welcome to take up any available jobs and government would be liberalizing the immigration law to allow foreigners to become Singaporeans more easily. Thus, increasing the population.
Furthermore, Graduate Mothers Scheme is set up to convince mothers to have as many babies as possible. The government encourages them by giving them incentives. The more babies the mothers have, the greater the incentives. Thus, increasing the population.
Moreover, pro-family measures are taken to increase the population in Singapore. Maternity leave is extended to twelve weeks. Not only that, mothers now, would be able to make medical claims from their employers and a five-day work week is given so as to allow parents to bond with their children. Hence, increasing the population.

I agree that the effective measure in ensuring population growth is by attracting foriegners to Singapore up to a certain extent.There are other ways to ensure population such as the pro-family measures and the three or more if you can afford it policy.

Firstly,attracting foreigners is a way to boost Singapore’s population growth as it has immediate impacts and is greatly within the control of the government. Although changing the mindset of the local citizens towards foreign talent will take time, but once in place, they will change the rate at which population of the country will grow. It is also a cost effective solution as the government does not have to channel large amounts of money to attract foreign talent to the country. Therefore, attracting foreign talent is a way to boost Singapore’s population growth.

Furthermore,another way to ensure population growth is the pro-family measures.Pro-Family Measures is one of the ways to increase population growth. One was announced by Prime Minister Lee Hsien Loong during the National Day Rally Speech in 2004 as a result of public feedback. One measure was on equalized medical benefits were both parents could make medical claims for their children from their employers. Also, income tax relief of $3000 were given to couples if their children’s grandparents help the couple to take care of their children. Maternity leave was also increased from eight weeks to twelve weeks for the mother to rest and take care of her baby. Also, a 5-day work week was introduced for the civil service to allow for better work life balance. The pro-family measures introduced aimed at either reducing the cost of raising children or providing better means for childcare. These measures would lower the cost of having children or helping taking care of children easier, thus, hopefully more couples will be encouraged to have more babies. With more babies, the total population of Singapore will grow, hence boosting population growth. The growth in population helps provide more workers and labour supply to the shrinking labour market and national defence. This in turn helps to sustain national development of achieving greater economic development. Therefore, the Pro-Family Measures is one of the ways to increase population growth.

Lastly,another way to ensure population growth is through the three or more if you can afford it policy.Increasing population growth through encouraging larger families is one of the solutions government has used to boost Singapore’s population. In 1987, the government introduced a policy aimed at bringing Singapore’s population growth back to the replacement level of 2.1 children per woman. In this policy, instead of discouraging large families, parents were encouraged to have three children or more if they could afford it. To help relieve the financial burden of having children, government introduced measures such as allowing Medisave to pay for the delivery charges of the first three children. Also, there were publicity campaigns on the joys of parenthood run by the government to encourage those who can afford it to have three children or more. Therefore, increasing population growth through encouraging larger families is one of the solutions government has used to boost Singapore’s population.

In conclusion,the most effective measure in ensuring population growth is the method that can increase the population most quickly.Attracting foreigners will have immediate impacts and is greatly within the control of the government. The pro-family measures and the three or more if you can afford it policy can also ensure population growth but both of it does not have an immediate effect.Therefore, attracting foreigners will be the best method to ensure population growth.

I agree that the most effective measure in ensuring population growth is by attracting foreigners in Singapore. However, there are other effective measures that ensure the population grows such as the Graduate’s Mother scheme and the pro-family measures.

Firstly, Singapore tried to increase the population by attracting foreigners. It is done by relaxing its immigration policy that Singapore required, attracting more foreigners to come and also allow foreigners to become a Permanent Resident more easily. This will boost the manpower in Singapore. Also, they welcome foreigners to take up a job here by offering them subsidized housing and an attractive education package for children. Singapore is also a place with excellent infrastructure, clean environment and is safe from natural disasters, political instability or even racial discrimination.
This will make the foreigners think of raising up a family at this kind of environment. Some of them might even marry a Singaporean and have children. With family ties, they grow roots and feel Singaporeans. They might even pick up local culture and behavior traits. It will make them decide to take up citizenship in Singapore. This will in turn help to boost Singapore’s population.

Secondly, Singapore tried to increase the population growth by introducing the Graduate’s Mother scheme. It is a scheme whereby marriages are encouraged between graduates due to beliefs that it will improve the performance of their children in term of their education in school. Also, the government felt that there was a higher chance of new generation workforce bring more educated. Hence, when there are more marriages, there is a higher chance for married couples to give birth to children. Hence, the birth rate in Singapore will increase and this will boost Singapore’s population and workforce in the future.

Thirdly, Singapore came up with other pro-family measures. For example: Equalized medical benefits introduced, 5-days work week for a better work-life balance, extended maternity leave from 8 weeks to 12 weeks, Grandparent caregiver relief so the child could be well taken care of by the grandparents while the parents are at work . This encourages couples to have more children as they are now given more time to rest when they give birth and also better balance between work and children hence increasing the birth rate in Singapore.

Thus, I agree that the most effective measure in ensuring population growth by attracting foreigners. The Graduate’s mother scheme caused unhappiness as the less-educated felt that they would be neglected under the policy. This might cause those mothers who are less educated to have second thoughts on giving birth hence Singapore population will not increase much. As long as these mothers are Singaporeans, they should be treated equally. Also with this scheme, it does not mean that Singaporean’s graduates will take want to give birth. The scheme was withdrawn after one year of implementation because of the negative public reaction hence it was a failure compared to attracting foreign talents which will guarantee a rise in population.
While the pro-family measures is a good thing, it does not meant that women would want to give birth and this will not guarantee an increase in Singapore’s population compared to attracting foreigners which will help to strengthen the workforce with their individual talent and also increasing Singapore’s population.

Attracting foreigners to Singapore is one of the measures which the government uses in ensuring population growth. In order to enhance its competitiveness while waiting for pro-family measures to show positive results, the government began to attract foreign talents into Singapore. By subsidizing housing and education, welcoming foreigners to take up jobs here in Singapore and also by liberating our immigration laws to allies’ foreigners to become permanent residents more easily, foreigners will be more attracted to come to Singapore. Unlike other countries, Singapore is a safe country where we have low crime rate, a stable politics and also we are free from natural disasters. Also, being a Cosmo politician, Singapore accepts people of different race and religion. Singapore is also famous for its clean and green environment where we are pollution free and we have excellent infrastructure and good transport system. Some foreigners will tend to like the living environment here and they may even think of raising their families in this environment. As a result, some may even marry Singaporeans and have children here, when they have children here, their children will be a Singaporean automatically. Once they developed families’ ties here, they will grow roots here and eventually feel like a Singaporean and pick up local culture and behavioral traits. Thus this will make them decide to take up citizenship and be a permanent resident in Singapore. Therefore with foreigners and their families adding on to Singapore population, it will definitely increase Singapore’s population in a short time. Thus attracting foreigners to Singapore is a measure which the government uses to in ensuring population growth.

The Singapore baby bonus scheme, first introduced in April 2001 and enhanced in August 2004, supports parent’s decisions to have more children by helping to ease the financial cost of raising children. Singaporeans will actually receive $4000 each for their first and second child. For their third and fourth child they will receive $6000 each. There is also a children development account in place for parents to open any OCBC bank or Standard Chartered Bank for their child. The government will match the parents’ contribution to the account dollar for dollar. The savings in the account may be used to pay fees or to purchase Medishield or Medisave plans. With all these financial benefits in place to encourage parents to have more children, couples will definitely be attracted to go ahead to have more children. This will also be more appealing to couples who are having financial difficulties and are hesitating on whether or not they can afford to have children as they no longer have to worry so much on the financial burden that they have to carry. This means that those who are on financial aids can also have babies with the aid of these financial incentives. As a result, couples will be more willing to go ahead to have more children. With more mothers giving birth to more babies, it will definitely help to boost Singapore’s population. These pro-family measures were introduced with the aim of reducing the cost of raising children and at the same time providing better means of childcare. Equalized medical benefits were introduced where not only father but mother can also claim medical benefits for their children. A 5-day work week for the civil servants was implemented to allow for better work-life balance. An income tax relief of $3000 was given if a grandparent is helping the couple to take care of their children. Also, maternity leave was extended from 8weeks to 12weeks so as to provide the mother with enough time and privilege to rest and spend time with and take care of her baby. These measures would thus lower the cost of having children and allow easier means of taking care of the children, with these benefits in place, the mother do not have to worry that she will not have enough time to find suitable childcare for her baby or even spend time with her baby. Also, female civil servants will have the benefit to spend more time with her family during the weekends due to the 5-day work week. Therefore with so many benefits in place to provide convenience and encourage them to have more babies, couples will thus not hesitate so much on whether or not to have babies. Thus, other pro-family measures are another measure that the government uses to ensure population growth.

In conclusion, the most effective measure in ensuring population growth is the method that can guarantee results in terms of increasing population. By increasing population through attracting foreigners, the government would have 100% control over the population growth as the government can choose to either tighten requirements for applying the Singaporean citizenship so that it would be more difficult for foreigners to obtain a citizenship or they can choose to relax the requirements so that it would be easier for foreigners to obtain citizenship. This means that the government would have absolute control as when they want to increase the population growth; all they have to do is to relax the requirements to make it easier for foreigners obtain citizenship. In this way, there will be more people applying citizenship in Singapore which also means that there will be more people living in Singapore and as a result guaranteeing the result of population growth. However, pro-family measures and financial incentives can only encourage people to give birth but that does not guarantee immediate results as couples can still choose to want to give birth but they may still choose to give birth at a later age or they may even choose to give birth to one children. Moreover, the financial incentives might only appeal to the lower class group but not the upper class group or even the middle class group as they can choose not to have babies even thought they can afford it. Hence, the measure that can guarantee results in terms of increasing population growth would be attracting foreigners to Singapore.

Firstly,by attracting foreigners to Singapore. This meant that the government is taking extra measures to attract foreigners to come to singapore hoping that they will take a pernament residence here,and even chose to have a family here. This is supported by the attractive offers implemented by the govt. such as susidised housing and education,welcoming foreigners to work in singapore and liberalizing out immigration policies.This shows that by attracting foreigners to Singapore to make a living here, they will get use to the environment and even decide tobe pernament resience and start a family here. Their Children will atomaticallt be Singaporeans in turn leading to the increase population in Singapore. Therefore attracting foreigners is one effective method to increase population in Singapore.


Secondly,the pro-family measures.This mesnt that the govt was trying to reduce the concerns for getting a child . This is supported by the extended maternal leave which expectant women have. they can have abreack for work from 8 to 12 weeks. This shows that with all the prvillages when a women is pregnant they will be more willing to give birth as they would want to et th special privillages and also support their jobs. We must succeed here or there will be too many old people to support the young. This shows that Singaporean were encouraged to have more children or else they might face a difficult live ahead as there are too few young people to support their genertion. causing them to want to have more then 3 babies if they could afford it.Therefore for those who can afford it they will chose to have more babies to have a secured future,helping to increase Singapores population, Therefore this is another way of increasing singapores population.


Hence, i agree to an extent. As i feel that there are other effective methods other then attracting foreign talents. As all of them help increase Singapore's population effectively.

When foreigners come to Singapore to become a Singaporeans our population will increase as we need to wait up to nine month for a baby so by attracting foreigners we can shorten the time for our population the grow.And since they are Singaporeans,they will form a family here and help to increase population.Government can control the number of foreigners that had emigrated to Singapore too.Hence it is effective in increasing population.
Another way to increase population in Singapore is to give financial incentives like baby bonus, tax relief and equalised medical benefits.This will encourage couple who have problems with their finance to give birth as they do not need to worry abt the cost of having a baby.
Lastly is to give benefits that are pro family like maternity leave and five days work week.In this scheme the parents can spent more time with their new born baby and allow the parents to have a good rest after giving birth.Most parents does not give birth is because they do not have the time to spent with their child so with this scheme, parents will be motivated to give birth to more babies which increases the population in Singapore.

Attracting foreigners to Singapore means ensuring they will stay in Singapore permanently. For example, Singapore has low crime rate and free from natural disasters, this meant that they will have a safe environment to live in and do not have to worry of their own safety. Singapore also has a clean and green environment which also has more transport systems for them to get to their destination quickly and more conveniently. Thus, some foreigners will like the living condition. They will think of raising their families in this environment. Some may marry Singaporeans and have children and their children will be automatically Singaporeans. With family ties as they grow root and feel Singaporean, they will pick up local culture and behaviour traits, this make them decide to take up citizenship. Hence, this definitely led to a increase in the Singapore population.

However, another way to increase population is to give financial incentives. Giving incentives means giving equalised medical benefits to both parents and encourage them to have more children. The government also introduced baby bonus as the objective of this scheme is to improve on the country's fertility rate by providing cash incentives, with the hope of reducing the financial burden of raising children and thereby encouraging them to have more children. Therefore, by reducing financial burden, parents will be more inclined to have more children as they do not have to worry about money problems. Hence, this will lead to a increase in the Singapore population.

Another factor used to ensure Singapore growth is the pro-family policies. This includes extending the maternity leave and giving 5 day work week. When a working woman becomes pregnant, she is entitled to 12 weeks of maternity leave and will still be paid by her employer for the first 8 weeks of maternity leave. The last four weeks of maternity leave can be taken flexibly over a 12-month period from the child’s birth. With this policy, the pregnant woman can be rest assured that her child will be taken care of and then they will go back to work peacefully after the maternity leave. Without this policy, woman are afraid to have babies as they are inconvenient to move around when they are pregnant and their work efficiency decreased. This affects the company greatly and the employer have a high possibility of dismissing them. With this policy, the pregnant woman can rest at home and do not have to worry about losting their jobs. This allows them to want to have more children and increases Singapore’s population gradually. For the 5-day work week, it allows woman to work only during weekdays after they have given birth. This enables them to spend their weekends with their families and enjoy together which increases their family bond. It ensures them that both the parents have given love and concern to their children so that the children have the company of both the parents. In Singapore which has fast advancing technology, money has been pretty much an issue for many people to start a family. People are afraid to start a family as they need financial aids in order to not let their children suffer. With the baby bonus, they do not have to worry much about not having enough money to support a child and start a family. Families need the money to afford basic neccessities such as milk powder and diapers and to make sure the child can have education in Singapore. Thus, more woman are willing to give birth to children as they can afford to raise them up well with the help of financial incentives given to them and hence, it increases Singapore’s population.


To me, the definition of effective measure is the method that can increase the population most quickly. Singapore faces great competition from other countries, and especially as a small nation, Singapore does not posses many natural resources, and it is not possible to produce all the required professionals locally. Thus, one of the solutions to overcome this problem is by attracting foreign talents. Not only will foreign talents be able to increase the population in Singapore, foreign talent can also help to create more jobs and increase productivity. One of the ways to attract foreign talents to Singapore is to liberate Singapore’s immigration policy. Easier entry into Singapore, subsidized housing and attractive education packages for children can be offered to foreign talents who are willing to work in Singapore. By making it easier for foreigners to live and work in Singapore, more and more foreigners would come to Singapore, and some of these individuals may develop a sense of belonging to the nation and take up permanent residence or citizenship, and thus, the population will increase.

Another way to increase population in Singapore is through pro-family measures. Among the public feedback given by the population, most have complained about the high cost of raising children and the lack of suitable childcare arrangements. In order to solve these problems, pro-family measures can be given, such as 5-day work week for the Civil Service and extended maternity leave. Some of the parents working with the civil service have complained about the lack of ‘free’ time. They are worried if they have children, they won’t have enough time to take care of their children. This 5-day work week allows people to work only 5 days a week, whereas the other 2 days are given for family time. The extended maternity leave is also implemented to give more time for the mothers to take care of their baby. From an eight week maternity leave to twelve weeks maternity leave. Both of these schemes have been implemented in order to allow more time for the parents to take care of their children, hoping that they will have a larger interest to have children, and thus, the population will increase.

The Graduate Mothers Scheme is another way to increase population in Singapore. In the 1980s, Lee Kuan Yew observed that parents who were university graduates were more likely to have children who performed better in schools. Therefore, female graduates should have more children so that there would be a higher chance of the new generation workforce being more educated. In 1984, the Graduate Mothers Scheme was introduced to encourage marriages among graduates and to encourage graduates to have more children. If more graduated females have children, there is a high chance that Singapore’s new generation will be more educated and prepared to lead Singapore, and thus the population will increase.
Among the three factors I have explained, attracting foreign talents to Singapore is the most effective way to increase population in Singapore. Although pro-family measures and Graduate Mothers Scheme is an interesting way to increase population in Singapore, these measures do not guarantee a quick increase in the population of Singapore. On the other hand, attracting foreign talent guarantees a quick increase in the population of Singapore. Raising a child will need a lot of years, but attracting foreign talent will not need even a year. So, in conclusion, attracting foreign talent to Singapore is the most effective way in increasing population in Singapore.

There are other measures that ensure population growth in Singapore but I believe that the most effective measure in ensuring population growth is still by attracting foreigners to Singapore. Let me explain further.
Attracting foreigners is the best way to increase the population in Singapore. We attract the foreigners by subsidizing on housing and education .We welcome foreigners to take up jobs here in Singapore and liberalize our immigration laws to allow them to become PRs more easily. Singapore is safe from crime, natural disasters and the political is stable. We also accept of people of different race and religions, hence living in peace and harmony. Our country has a clean and green environment, which means that we are pollution free, thus some foreigners will like the living environment. Foreigners will think of raising their families in this environment. Some may marry Singaporeans and have children who will be automatically Singaporeans. With families ties and grow roots and feel Singaporean, they pick up local culture and behavioural traits ,this makes them decide to take up citizenship. Hence it is the best way to increase the population in Singapore.
Financial Incentives is the best way to increase the population in Singapore. It can encourage the poorer family to have a baby by giving them money. Tax Relief is one of the examples. Taxpayers can claim an income tax deduction for taking care of elderly parents, grandparents or great parents, contributing to their own or their elderly dependents’ CPF retirement accounts, and grandparents taking care of grandchild or children while both parents work. This can ensure that both parents can work with a peace of mind knowing that their children are in good hands. This can also encourage those family who are poor but want to have a baby to have an opportunity to have a baby by reducing their burden to raise their child. Hence it is the best way to increase the population in Singapore.
Giving benefits to the pro-family also help to increase the population in Singapore. The five day work week for the Civil Service allow for better work-life balance. This can ensure that the parents can have chance to get close to their family and enjoying their time together. This means that they have to bring work home at night and during weekends. Although they may have some time with their children over the weekends, they do not have enough time to sleep. Attracting foreigners is a measure that can be used to attract foreigners. The government uses subsidised housing and education and also liberalised their immigration laws to allow foreigners to become PR in order to attract them to stay in Singapore. The safety and clean and green environment that Singapore offers will make them consider staying in Singapore permanently but that might not necessarily be the case all the time. Some foreigners might just stay here for a short while and then, return to their respective countries.Singapore would have lost a valuable worker and the time taken to train him that could have been used for someone else that wanted to be a Singapore citizen. Therefore, attracting foreigners is not the most effective method.

Financial benefits is another method that may be used. With financial incentives, more adults will be more willing to start a family as they can now afford talking care of children.As more Singaporeans are being conceived,they will tend to have the likelihood to stay in Singapore for their entire lives and therefore provide a permanent increase in Singapore's population.

The foreigners are attracted by Singapore's safety, the clean and green environment, the excellent infrastructure and racial harmony. Singapore is a low crime rate, no natural disasters and is politically stable. Singapore has a very clean environment which means that we are pollution free. We also have an excellent transport system where it is easy to travel from place to place. The government promotes racial harmony in Singapore. We accept people of different races and/or religion. Hence, foreigners will think of raising their family in this safe and clean environment. They might marry Singaporeans and they children are automatically Singaporeans too. These children will grow roots and feel Singaporean. They will pick up local culture and behavioural traits and thus decides to take up citizenship. Therefore, ensuring an increase in Singapore's population.

The other measure is the pro-family policies. This includes equalised medical benefits where both parents can get medical claims from their employers. Maternity leave was also extended from 8 weeks to 12 weeks so that Mothers can take better care of their new-borns. Pro-family policies also include an income tax relief of $3000 which is given to couples if their children’s grandparents help to take care of their children. A 5-day work week was introduced for the civil service to allow a balanced work life. Furthermore, the grandparent caregiver relief is also another measure that helps to increase population growth. In conclusion, my point of view for the most effective measure is that it can increase the population most quickly and the attracting foreigners measure is the only measure that reach this criteria. As the government can just simply control the population by deciding whether to allow more foreigners to become PRs in that particular year. For example, if the government feel that the population is okay for that particular year, they would tighten our immigration laws and makes foreigners cannot be PRs so easily. From this example, we could see that it is a very efficient measure to increase population growth. However, the other 2 measures can help to increase Singapore population too but it take a longer period of time to see its results. Thus, the most effective measure in ensuring population growth is by attracting foreigners to Singapore.

In my opinion , I feel that by attracting foreign talents would be the most effective in increasing population growth compared to the other 2 policies . The 3child policy and the family measures does help increase population but does not constantly increase it . It only work when couples give birth to children . Whereas the foreign talents entering our country would help increase our population by a large amount , and when these foreigners give birth to children in Singapore , they would also help increase the population by another number . Therefore , by attracting foreign talents will help increase the population rapidly as compared to the other 2 policies.

Furthermore, the grandparent caregiver relief is also another measure that helps to increase population growth. Under this measure, an income tax of $3,000 will be given to a family, if only a grandparent is helping the couple to take care of their child. With the introduced of this measure, couples will not worried about there is no one to take care of their child or children when they go off to work or when the maternity leave is over. Instead of worrying, they will go to work with a peaceful mind, knowing that their child or children is or are under the good care by their own parents. Without the stress, they will work happily. Furthermore, this measure also encourages three generations to stay under one roof. This will make the family merrier and as well as they can live happily together with each other, taking care of one another. The couple may want to “add” in one more member to the family if they want a bigger and merrier family. Thus, it helps to increase the population growth.
Moreover, the 5-day work week for the Civil Service is also another measure that helps to increase population growth. With this measure, parents can spent their time with their family on weekends. This will allows them to have more time with their family instead of spending their precious time with the loads of work. For those people who don’t have any children at home will be influence by the family who have children at home that it is good to have children as they can bring you laughter and they will give them the encouragement to work harder as they will think that it is worth it for them to work hard to earn as much money as they can in order to provide the children with a better living condition. Thus, when more people were influenced by this, more people would want to start a family and give birth to more children. Hence, it helps to increase the population growth.
In conclusion, my point of view for the most effective measure is that it can increase the population most quickly and the attracting foreigners measure is the only measure that reach this criteria. As the government can just simply control the population by deciding whether to allow more foreigners to become PRs in that particular year. For example, if the government feel that the population is okay for that particular year, they would tighten our immigration laws and makes foreigners cannot be PRs so easily. From this example, we could see that it is a very efficient measure to increase population growth. However, the other 2 measures can help to increase Singapore population too but it take a longer period of time to see its results. Thus, the most effective measure in ensuring population growth is by attracting foreigners to Singapore.

Thus,this attracted many foreigners and they would want to live in singapore.Hence the foreigners may think of setting up their family here and marry locals ----> giving birth ------->increase in population

i only agree to an extent . As i feel that there are other ways to ensuring popuation growth in Singapore such as the Pro-family policy and the 3 or more if you can afford it scheme.


Firstly,attrating foreiger to Singapore. By attracting them to Singapore the governemnt hopes that they will find a sense of belonging here, and become a pernament resident. therefore increasing Singapores population. This is supported by the government relaxing the immigration policy so that it would be easier for foreigners to enter s'pore and also the subsidsed housing and an attractive educational package for their child. This shows that by placing all these offers for foreigners they will find Singapore liveable and affordable,therefore they will chose to become a pernament residence here as it makes them feel welcomed and they will have a sense of belonging to Singapore. Therefore, ensuringing the population growth in S'pore.


Secondly the pro-family measures. they are being set up so that singaporean woman will be encouraged to give birth to enjoy these prvillages. This is supported by the extended maternity leave where expecting mothers will get a leave from eight to 12 weeks to rest and spend time with her family.Also, the 5 days off for civil servants so that they can have balanced work and life. This shows that by inputing these privillages espcially for pregnant woman . Woman in S'pore would want to be pregnant and have a family to enjoy these special preivillages for them and therefore this will help ensure the population growth in S'pre.


Lastly the 3 or more if you can afford it scheme. this scheme is to bring Singapores population back to the replacement level of 2.1 children per woman.Parents were encouraged to have 3 ore more babies if they could afford it. this is supported by the speech the Mr Goh made saying that We must succeed here, otherwise our future will be gloomy as there are two little young population to support the aging population. This shows that Singpaoreans will be encouraged to have mroe babies as most of us can afford to have them , and we would not want Singpaopre to have too ittle young population as they will not be able to supprt the older generations leading to a bad future as the country will be affected. Hence, singaporeans will want to ahve more babies, ensuring the population groth in S'pore.


In conclusion,i feel that attracting foreigners is an effective method however i also feel that there are other effective methods such as the pro-family measure and the 3 ore more if youn can afford it scheme.

I do not agree with the statement as there other more effective ways to ensure population growth other than attracting foreigners to Singapore.
Firstly, attracting foreigners ensures population growth. In order to be able to attract foreigners to Singapore, our government offered to subsidize housings and education and also relaxed our immigration laws. Singapore also welcomes foreigners to take up jobs in Singapore .hence, having a conducive environment is definitely important. High standard of living is what many foreigners are looking for and since, Singapore has a clean and green environment and is rather safe in terms of political stability and free of natural disasters. So, Families would want to have their family in this environment. Therefore, foreigners would want to be a Singapore resident as it is easy and beneficial to them. Consequently, population would increase and, thus, ensuring population growth permanently.
Secondly, pro family measures were used to ensure reproduction in Singapore. For instance, equalized medical benefits, grandparents caregiver relief, 5 day work week for civil service and extended maternity leaves. Equalized medical benefits means that both parents are able to make medical claims for their kids from their company while the grandparents caregiver relief refers to having a $3000 income tax relief if a grandparents was to help take care of his/her grandchildren while their son/daughter are at work. The 5 day work week means that young adults are able to spend more time with their families and build stronger bonds or to have more time to date. By having extended maternity leave , mothers are able to have more time to recuperate and take care of their new born babies. All this are main concerns of Singaporeans. So now, with all this problems solved, working adults wouldn’t mind having a bigger family. Thus, increasing the population.
Lastly, financial incentives. Many young couples are not having kids as they are not financially stable. Families stop at one as they are not able to afford the cost of bringing up a healthy kid, not even mentioning an ill kid. Hence, the government implemented a policy, known as three or more if you can afford it, whereby it helps relieve the financial burden of having children. For instance, measures such as allowing the use of medisave to pay for delivery charges of the first three children. Hence , parents need not worry so much about the financial problems and have more kids. Therefore , ensuring population growth.
