Factor 1- Attracting foreign talent

Attracting foreign talent is a way to boost Singapore’s population growth as it has immediate impacts and is greatly within the control of the government. Although changing the mindset of the local citizens towards foreign talent will take time, but once in place, they will change the rate at which population of the country will grow. It is also a cost effective solution as the government does not have to channel large amounts of money to attract foreign talent to the country. Therefore, attracting foreign talent is a way to boost Singapore’s population growth.

Factor 2- Three or more if you can afford it

Increasing population growth through encouraging larger families is one of the solutions government has used to boost Singapore’s population. In 1987, the government introduced a policy aimed at bringing Singapore’s population growth back to the replacement level of 2.1 children per woman. In this policy, instead of discouraging large families, parents were encouraged to have three children or more if they could afford it. To help relieve the financial burden of having children, government introduced measures such as allowing Medisave to pay for the delivery charges of the first three children. Also, there were publicity campaigns on the joys of parenthood run by the government to encourage those who can afford it to have three children or more. Therefore, increasing population growth through encouraging larger families is one of the solutions government has used to boost Singapore’s population.

Factor 3- The Graduate Mothers Scheme

The Graduate Mothers Scheme is one of the ways to increase population growth. Based on research, it felt that the education level of the parents had a direct impact of their children in schools. The research showed that parents who were university graduates were more likely to have children who performed better in schools. As a result, the prime minister felt that female graduates should be encouraged to have more children so that there would be a higher chance of the new generation workforce being more educated. Thus, in 1984 the Graduate Mothers Scheme was started to encourage marriages among graduates and to encourage them to have more children. Therefore, the Graduate Mothers Scheme is one of the ways to increase population growth.

Factor 4- Pro-Family Measures

Pro-Family Measures is one of the ways to increase population growth. One was announced by Prime Minister Lee Hsien Loong during the National Day Rally Speech in 2004 as a result of public feedback. One measure was on equalized medical benefits were both parents could make medical claims for their children from their employers. Also, income tax relief of $3000 were given to couples if their children’s grandparents help the couple to take care of their children. Maternity leave was also increased from eight weeks to twelve weeks for the mother to rest and take care of her baby. Also, a 5-day work week was introduced for the civil service to allow for better work life balance. The pro-family measures introduced aimed at either reducing the cost of raising children or providing better means for childcare. These measures would lower the cost of having children or helping taking care of children easier, thus, hopefully more couples will be encouraged to have more babies. With more babies, the total population of Singapore will grow, hence boosting population growth. The growth in population helps provide more workers and labour supply to the shrinking labour market and national defence. This in turn helps to sustain national development of achieving greater economic development. Therefore, the Pro-Family Measures is one of the ways to increase population growth.

1. Issue incentives (e.g cash, subsidized medical fees, etc) to mothers who have more than 1 children. This is to encourage more women to have more babies due to achieving such incentives. Hence, increasing Singapore's population rate.

2. To allow locals to have 5 day work week so as to ensure that working individuals can get together with their families to create further bonds, which might encourage the consideration of having babies between married couples. Hence, with an increase in the birth rate of babies, Singapore's population rate also increases.

3. Provide income tax reliefs of $3000 or more,if the child is under the grandparent's care. This would indeed increase the birth rate, as everyone will be encouraged to give birth due to the tax reliefs. This will lessen their burden of working overtime to pay the taxes. Hence, they will indeed be interested in achieving such benefits by giving birth. Therefore, this will contribute to the increase of population growth in Singapore.

3 ways on increasing Singapore's population:

1. Singapore could come up with better reward systems other than the baby bonus policy and the graduate mothers scheme.

2. Import more foreign talents. Singapore could encourage more foreign talents to enter Singapore since Singapore's birth rate is dropping.

3. Singapore can educate Singaporeans on the importance of having a family and giving birth in order to increase Singapore's population.

Attract foreign talent:
when foreigners come to Singapore, they have alot of privileges somehow. And soon, they will opt to become PR and have kids here. When this happens, they are part of Singapore and are all pernament citizens here. Then, more foreigners will come. Thus, the population of Singapore increases when we successfully attract foreign talents.

Incentives:
Singapore has this policy that will give financial incentives to families for those who had given birth. With this, it encourages more people to have more kids as they do not have to worry about any financial problems they will have. By doing that, each family will have more children as time goes by. Hence, Singapore's population is increased.

extended maternity leave:
This policy is about giving pregnant woman more time to rest at home and spend time with her family as well as to take care of her new-borned child. Thus, pregnant woman did not have to worry about their baby left at home and they can go to work peacefully after the extended maternity leave and then more woman will want to give birth to more children. Therefore, it increases Singapore's population by extending the maternity leave.

-The graduate mother’s scheme
1) The graduate mother’s scheme was introduced in 1984 to encourage marriage and having children among graduates as it was felt that the education level of parents can have a direct impact on the performance of their children in schools.
2) Graduates will be encouraged to get married at an earlier age and thus when people get married at an earlier age, the chances of them having babies will be higher.
3) Since it is believed that the education level of parents can affect the child’s performance, with more children having graduates as their parents, they will thus perform better in schools. This means that when these children grow up, they will be more likely to be contributing to the society.
-‘Three or more if you can afford it’ scheme
1) Couples were encouraged to have three or more children if they afford it.
2) To help relieve the financial burden of having children, the government introduced measures such as allowing the use of Medisave to pay for delivery charges of first three children.
3) With the fewer burdens for the couples to carry, such as the expensive expenses of having children, couples will then be more willing to have more babies as they no longer need to worry so much for the huge amount of money they need to pay for the delivery charges.
-Other pro family measures
1) Other pro family measures such as equalized medical benefits were introduced where mothers could also claim medical benefits for their children.
2) A 5-day work week for the civil service was implemented to allow for better work-life balance.
3) An income tax relief of $3000(Grandparents Caregiver Relief) was given if a grandparent is helping the couple to take care of their children.
4) Maternity leave was also extended from 8weeks to 12weeks.
5) With all these benefits in place for couples to encourage them to have more babies, they will thus not hesitate so much on whether or not to have babies.
-Attracting foreign talents
1) In order to enhance its competitiveness while waiting for pro-family measures to show positive results, the government began to attract foreign talent.
2) In 1989, the immigration policy was relaxed to attract foreign talent with skills that Singapore needed.
3) The government also hoped that these foreigners would develop an attachment to Singapore and take up permanent residence or citizenship.
4) Foreign talents would not only boost the quality of manpower in Singapore, but it will also create more jobs and increase productivity.
5) The longer the foreigners stay in Singapore the higher the possibilities that they will want settle down Singapore and start their family here. Thus, with the foreigners and their families adding on to Singapore population, it will definitely increase Singapore population.

This is supported by ,minister Goh saying that " We have decided on our new population policy, "have three or more if you can afford it ." This shuold check our declining birth rates. We must succeed here. Otherwise, all of us will face a gloomy future when we grow old. There will be too many old pepole to support and too few young people to suppport them ". Therefore, this shows that by implanting this scheme, poeplewill understand why they need to have more babies to help singapore's growth in turn boosting the population in singapore as they know that if they do not do it now there will be a tough future ahead without enough people in singapore .

2. Secondly, other pro family mearsures. This meant the other measures to suppport the high cost of raising a child and the lack of suitable childcare arrangemetns. Hence, encouraging sinaporeans to have more babies, bossting singapores population .

3. Lastly,by attracting foreign talent. This meant while Singapore waits for the pro-family measures to show some positive results, there was also a need to enhance its competiveness by bringing talents from other countries. This is supported by in 1989, the government relaxed its immigratio policy to attract foreign talent with skills that singapore required. Easier entry into Singapore, subsidised housing and an attractive education package for children were offered to foreign talent who were willing to work in singapore,Tihs shows that with the inflow of foreigners, Singapore's population will increase if they becaome permanant residence & these foerieners from both east and west have enriched singapore's culture and will have a snese of belonging here and increase singapores productivity and might even sbecome or takeup citizenship here. Therefore boosting Singapore's population.

Firstly , more and more people will be joining our country . Secondly , when these foreigners give birth , they'll be part of Singapore too ! Therefore , by introducing more foreign talents will help us increase our population for e time being and also for the future as generations goes on and on .

Hold a Campaign to let us Singaporeans know what is the problem we're facing now - Population decrease . Let them know the importance of the population and what are the Pros & Cons of having more or less people in the country . This way , they'd know what to do and hat action needs to be taken in order not to let this problem continues .

1) Introduce Foreigners to Singapore.
- It will increase our populatation as there'll be more people.

2) Provide incentives,
- Couples will feel more supported.
As they know that they will have incentives from government, they will not have to worry about the large sums of money they have to pay for the baby.
Therefore they'll be more willing to give birth.

3) Campaign
- To inform the public about the needs to increase Singapore's population. & to persuade couples to have more babies.
And also to inform them about the advantages of having babies.

Factor 1-The Graduate Mothers Scheme
The Graduate Mothers Scheme was introduced to encourage marriages among graduates and to encourage graduates to have more children. The Graduate Mothers Scheme sparked off debate and unhappiness among the people. The less-educated were unhappy as they felt that they would be neglected under this scheme. As a result, the prime minister felt that female graduates should be encouraged to have more children so that there would be a higher chance of the new generation workforce being more educated. Therefore, the Graduate Mothers Scheme is one of the ways to increase population growth.

Factor 2-Three or more if you can afford it
Due to the problems caused by a slow population growth, the government decided to make amendments to the population policy. Its aim was to bring Singapore's population growth back to the 1966 to 1981.Since there was a need to raise the birth rate, the government adopted a cautious approach and wanted Singaporeans to have more children if the could afford it.To help relieve the financial burden of having children, the government introduced measures such as allowing the use of Medisave to pay for the delivery charges of the first three children.

Factor 3-Attracting foreign talent
The government intorduced its new immigration policy to attract foreign talent with skills that Singapore required. The government hoped that by providing the workers to work and live in Singapore, some of them would be a Singapore Permanent Citizen.

Factor 4- Pro-Family Measures
Pro-Family Measures is one of the ways to increase population growth.Other pro family measures such as equalized medical benefits were introduced where mothers could also claim medical benefits for their children.A 5-day work week for the civil service was implemented to allow for better work-life balance. An income tax relief of $3000(Grandparents Caregiver Relief) was given if a grandparent is helping the couple to take care of their children.Maternity leave was also extended from 8weeks to 12weeks.
All this policy would be attractive to families to have more children. In this way,it would also help Singapore to increase its population growth.

-Pro Family measure scheme
The pro family scheme was offered in 2004 with regards to marriage and parenthood. People have delayed their marriages and parenthood, thus leading to drastic fail in birth rates. So , many measures were introduced to help couples decide to marry early and become parents eg 5 day work week , extended maternity leave, grandparent caregiver relief , equalized medical benefits .As with the three child-policy, success is still not registered as people were not very receptive to these erasures . They have become pragmatic with small family.

- Attracting foreign talent helps to promote population growth as when foreigners begin to work and live here, the develop an attachment and may take up permanent residence or citizenship. This policy has worked because the government has relaxed its immigration policy since 1989.Foreign talent with skills and knowledge are granted easier entry with subsidized housing and an attractive education package for children. Singapore’s economic progress has also attracted more foreign talents to make Singapore their home.

-Three child policy
It was introduced in 1987 after a slow population growth due to the success of the two-child policy. Parents are encouraged to have three or more children if they can afford it. To help relieve the financial burden of having children, the government introduced incentives and measures such as allowing medisave to pay delivery changes. However, the only year when there was a significant increase in birth rate was on 1988, the year of the dragon. Since then, the fertility rate has dropped to 1.24 in 2004.

1) Attracting foreign talent.

Foreign talent is one of the way to increase Singapore's population with an immediate impact. By relaxing Singapore's immigration policy, more foreign talent will be attracted to move to Singapore and maybe take permanent citizenship. Foreign talent is also one of the factors to increase the population of Singapore in which the government has full control on.

2) 5-Day work week for the civil service

One of the reasons why the number of Singaporeans have reduced might be because the parents do not think they will have enough time for their children, as they have a very busy work schedule. In order to solve this problem, a 5-day work week could be implemented to allow better work-life balance.

3) Extended maternity leave

Another reason why the number of Singaporeans have dropped is probably because the mothers do not feel they will have enough time to take care of their baby. In order to solve this problem, the maternity leave for the mothers could be extended, so that the mothers will have more time for their baby.

Factor 1 - The Graduate Mothers Scheme

The Graduate Mothers Scheme is one of the ways to increase Singapore's population. Based on research,it was felt that the education level of the parents had a direct impact on the performance of their children in schools. The research showed that parents who were university graduates were more likely to have children who performed better in schools. This meant that female graduates should have more children so that there would be a higher chance of the new generation workforce being more educated. Therefore, the scheme was introduced to encourage marriages among graduates and to encourage them to have more children. Hence, the Graduate Mothers Scheme is one of the ways to increase Singapore's population.

Factor 2 - Attracting foreign talent

Attracting foreign talent is another way to increase Singapore's population. In 1989,the government relaxed its immigration policy to attract foreign talent with skills that Singapore required. Easier entry into Singapore, subsidised housing and an attractive education package for children were offered to foreign talent who were willing to work in Singapore. By making it easier for foreigners to work and live in Singapore, the government hoped that some of these individuals would develop an attachment to the nation and take up permanent residence or citizenship. This meant that with inflow of foreigners,Singapore would have people coming from different parts of the world in the society. Therefore, attracting foreign talent is another way to increase Singapore's population.

Factor 3 - Three or More If You Can Afford It

'Three or More If You Can Afford It' is another way to increase Singapore's population. In 1987,the government aimed at bringing Singapore's population growth back to the replacement level of 2.1 children per woman. To help relieve the financial burden of having children, the government introduced measures such as allowing the use of Medisave to pay for the delivery charges of the first three children. However, there were people who felt the assistance was not enough to promote population growth. This meant that the measures had limited success. The number of children born per woman increased from 1.48 in 1986 to 1.96 in 1988. The increase in 1988 was due to it being the year of the dragon, which the Chinese consider to be an auspicious year.
