1.    Limit the number of visits – annually – 3 times
2.     Provide free services only to those who cannot pay – means testing [ set criteria]  
3.     Just shut down the entire NHS [make all patients pay full cost]  
4.     Promote a healthy lifestyle
5.     Reduce the portion paid by government gradually

These 3 approaches are the best approach to managing the National healthcare service.

Reasons:
When the government provides free services only to those who really cannot pay, money would be saved up by the government which once helped the rich people pay for healthcare services. The government should be something about promoting a healthy lifestyle. When people are healthy, less people would have to visit the doctor for healthcare services. People led better quality of life and the government would not have to spend so much money on healthcare services for the people. Subsidies make sure that those people who are wealthier pays for their own healthcare services instead of depending on the government to help them pay. When the government gives subsidies to those who cannot afford proper healthcare, an ample amount of money is saved aside which could be used to hire professional doctors and nurses. The money could also be used to provide more and better medical facilities. The improvised facilities could help the patients to have quality healthcare and campaigns could be held to promote healthy lifestyles. Needy people would be able to receive help when the money set aside is used to form a foundation where it can provide grants for the needy people, who not only cannot afford proper healthcare but also in need of other necessity, or lighten their burden in finance.

Reasons:
The government cut down the amount of money spent on healthcare services, which also means that only some people who are qualified to receive subsidies for healthcare services, money would be saved up as there are richer people who could pay for their own healthcare services without the help of the government. The money could be used to build up a foundation where needy people could get necessary money from. Also, the money could be used to hire more professional doctors and nurses to treat the patients. When the people get good treatment from the professional doctors and nurses, they received good healthcare, regardless of the poor or rich. Everyone received the same kind of equally good healthcare services even when the government lessens the expenditure spent on healthcare services for its people.
