Questions
  1. How are the views of sources A and B on British healthcare policy different? So does this mean that one of the views is wrong?
  2. Consider Sources C and D. How do these sources differ?
  3. Study Source E. What do you think is the British attitude with regards to the provision of healthcare?

Source A Dr Robbie Coull, general practitioner, UK speaking on BBC News in 2002
The NHS is not getting better. It is getting worse. The government may have spent a lot of money on the NHS, but what is really happening in hospitals is that morale is low and doctors and nurses are leaving.

Source B A remark by Dr Marks, a former chairman of the British Medical Association, recalling the period before and after the introduction of NHS.
The NHS is one of the greatest achievements in history. Before that, healthcare in this country was a disaster, particularly if you were poor. The unmet needs were not known until the NHS started, and people who had been ill for years came forward to seek help because they did not have to worry about paying for it.

Source C Ken Davidson, a cardiac surgeon, Glasgow, Scotland speaking on BBC News in 2002.
Most patients can now be offered whatever treatment is required within a few months. No patient has to wait more than six months; most of them wait around three to four months.

Source D Extracted from an article “British Health Scandal” taken from the Straits Times, 26 January 2002.
An 18-month wait for an operation is not uncommon in Britain which is now paying for its citizens to be treated abroad. There are many stories about Britain’s under-equipped and over-burdened healthcare system.

Source E A view expressed by a British citizen on the planned changes to the NHS.
I met a retired judge and his wife recently and they were strongly against any reform of the NHS which meant the government would spend less on NHS. They said that the have never taken private insurance and saw no reason why they should have to do so.

1.) The views of Sources A and B on British healthcare policy are different in terms of whether the NHS is effective in dealing with healthcare. Source A states that the NHS is not effective in dealing with healthcare. I say so because Source A states that, ''The NHS is not getting better. It is getting worse The government may have spent a lot of money on the NHS, but what is really happening in hospitals is that morale is low and doctors and nurses are leaving.” This meant that the healthcare policy is not improving even though the government spent much money on the NHS and caused many patients to suffer due to poor healthcare service. However, Source B states that the NHS is effective in dealing with healthcare, I say so as Source B states that, ''The NHS is one of the greatest achievements in history. Before that, healthcare in this country was a disaster. ''This meant that the healthcare policy is doing well and is also improving which shows that the NHS is effective in dealing with healthcare.

It means that one of the views is wrong as Source B has more supports than Source A. Source A is supported by Source D. Both Sources A and D state that the NHS is not effective in dealing with healthcare. I say so as Source A states that, ''The NHS is not getting better. Similarly, Source D states that the NHS is not effective in dealing with healthcare. I say so as Source D states that, “An 18-month wait for an operation is not uncommon in Britain.” This meant that the patients have to wait a longer time which up to a year or more to receive medical treatment which tell us that NHS is not effective in dealing with healthcare. However, Source B is supported by Source C and Source E. Sources B, C and E states that the NHS is effective in dealing with healthcare. I say so as Source B states that, ''The NHS is one of the greatest achievements in history. Before that, healthcare in this country was a disaster.'' This meant that the healthcare policy is doing well and is also improving which shows that the NHS is effective in dealing with healthcare. Similarly, Source C states that, “No patient has to wait more than six months; most of them wait around three to four months.” This meant that the patients are able to receive medical treatment faster and more efficiently which shows that NHS is effective in dealing with healthcare. Source E also states that, “they were strongly against any reform of the NHS which meant the government would spend less on NHS. They said that the have never taken private insurance and saw no reason why they should have to do so.” This meant that they think that healthcare is good as they do not want any changes and they strongly believe in healthcare system as they never considered to buy any insurance. Hence, since there are more supports for Source B, it means that one of views is wrong.

2.) Sources C and D differ in terms of the amount of time a patient has to wait to receive medical treatment. Source C states that the amount of time a patient has to wait for medical treatment is shorter. I say so because Source C states that, “No patient has to wait more than six months; most of them wait around three to four months.” This meant that the patients are able to receive medical treatment faster and more efficiently. However, Source D states that the amount of time a patient has to wait is longer. I say so as Source D states that, ''An 18-month wait for an operation is not uncommon in Britain.'' This meant that the patients have to wait a longer time which up to a year or more to receive medical treatment. Hence, Sources C and D differ in terms of the amount of time a patient has to wait to receive medical treatment.

Similarly, Sources C and D also differ in their purpose. Source C’s purpose is to convince the British that the healthcare in Britain is doing well and is also improving so that the British will feel satisfied and will support the Britain Government in running the NHS hospitals whereas Source D’s purpose is to persuade the Singaporeans that the British Government is not doing their job well in running the NHS hospitals so that Singaporeans will not seek medical treatment overseas at Britain, knowing that healthcare in Britain is not doing well. I say so because Source C states that “No patient has to wait more than six months; most of them wait around three to four months.” This means that the waiting time for a patient to receive medical treatment is shorter which will cause the British to feel satisfied and will support the Britain Government in running the NHS hospitals. On the other hand, I say so because Source D states that, “An 18-month wait for an operation is not uncommon in Britain.” This means that the waiting time for a patient to receive medical treatment is longer which will cause the Singaporeans not seek medical treatment overseas at Britain, knowing that healthcare in Britain is not doing well.

3.) I think the British is satisfied towards the provision of healthcare. It is supported by the evidence that, “they were strongly against any reform of the NHS which meant the government would spend less on NHS.” This meant that the British are happy with the healthcare policy as they do not want any changes to be made for the NHS.

I think the British is confident towards the provision of healthcare. It is supported by the evidence that, “They said that the have never taken private insurance and saw no reason why they should have to do so.” This meant that they strongly believe in healthcare system as they never considered to buy any insurance, and trust the healthcare system of NHS.

Q1. Source A and B views are different in saying that whether the British healthcare policy has improved the situation. Source A says that the British healthcare policy did not improve the situation, whereas Source B says that the British healthcare policy did improve the situation. This can be seen from Source A which says “The NHS is not getting better. It is getting worse.” This shows that the British healthcare policy did not improve the situation, however it worsen it. While Source B says that “The unmet needs were not known until the NHS started, and people who had been ill for years came forward to seek help because they did not have to worry about paying for it.” This shows that the British healthcare policy did improve the situation as many sick and poor people came to get their illness cured. Therefore Source A and B views are different in saying that whether the British healthcare policy has improved the situation.

Q2. Source C and D are different in saying the amount of time patients need to wait to get treated. Source C says that patients need not wait till more than six months to get treated, whereas Source D says that patients need to wait for 18 months to get an operation. This can be seen from Source C which says “Most patients can now be offered whatever treatment is required within a few months. No patient has to wait more than six months”. This shows that patients need not wait for very long to get treated, the maximum is six months. While Source D says “An 18-month wait for an operation is not uncommon in Britain which is now paying for its citizens to be treated abroad.” This shows that patients need to wait for a year plus to get an operation, thus neeeed to wait very long to get treated. Therefore SOuce C and D are different in saying the amount of time patients neeed to wait to get treated.

However, Source C and D are similar in saying the type of treatment given to the patients. Source C says that patients are given treatment as quickly as possible so that they can get treated in the shortest time, and similarly Source D says that patients are given operations which are abroad. This can be seen from Source C which says “Most patients can now be offered whatever treatment is required within a few months.” This shows that treatments are given to patients in the shortest time to get them treated. And Source D which says, “An 18-month wait for an operation is not uncommon in Britain which is now paying for its citizens to be treated abroad.” This shows that patients are given the best treatment, operations which are abroad. Therefore, Source C and D are similar in saying the type of treatment given to the patients.

This can be seen from Source A which says “''The NHS is not getting better. It is getting worse The government may have spent a lot of money on the NHS, but what is really happening in hospitals is that morale is low and doctors and nurses are leaving.” This means that even though the government spend a lot of money on the NHS, the healthcare policy is still not improving. Worst still, it still caused many patients to suffer due to poor healthcare services, thus the NHS is not effective in dealing with healthcare. While Source B which says “The NHS is one of the greatest achievements in history. Before that, healthcare in this country was a disaster.” This means that the healthcare policy is doing well, thus the NHS is effective in dealing with healthcare.

Yes, it means that the other of the views are wrong.

2.Sources C and D are different in saying the amount of time patients need to wait to get treated. Source C says that the amount of time patients need to wait for their medical treatment is short, whereas Source D says that the amount of time pathients need to wait is long. This can be seen from Source C which says “Most patients can now be offered whatever treatment is required within a few months. No patient has to wait more than six months” This means that patients need not wait very long for their medical treatment. And Source D which says that “An 18-month wait for an operation is not uncommon in Britain which is now paying for its citizens to be treated abroad.” as Source D states that, ''An 18-month wait for an operation is not uncommon in Britain.'' 1. Source A’s message is that the British healthcare policy is not improving at all, but maintaining at a low level. I say so because Source A says that, “The NHS is not getting better. It is getting worse.” This means that the British healthcare policy caused the British healthcare to not maintaining at a tip-top condition, but is at the expense that it will be ruined at anytime.
Moreover, Source B’s message is that the British healthcare policy is making drastic improvements becoming of a higher quality in Healthcare service. I say so because Source B says that, “The NHS is one of the greatest achievements in history.” This means that throughout the years, it has sustained its reputation, with high healthcare services.
Thus, both Sources A and B are different in their views on the British Healthcare policy.
2. Source C and D differ in what they say about the view on the level of healthcare. Source C states that throughout the years, the British healthcare has been improving dramatically. I say so because in Source C, it says that, “most patients can now be offered whatever treatment is required within a few months.” This means that the patients will be able to receive their medical care in the fastest time and not at a delayed date. On the other hand, Source D states that throughout the years, the British healthcare is still not improving, maintaining at a bad level. I say so because in Source D, it says that, “there are many stories about Britain’s under-equipped and over-burdened healthcare system.” This means that the patients are not immediately attended to, but are left in a lurch, which suggest the improper healthcare service. Hence, Source C and D differ in the view on the level of healthcare.
Source C and D are similar in purpose. Source C’s purpose is no matter under what circumstances, treatment is always available. I say so because Source C states that, “most patients can now be offered whatever treatment is required within a few months.” This means that the patients will be able to receive their medical care in the fastest time and not at a delayed date, which will cause the British to be able to receive treatment, no matter under whatever circumstances. On the other hand, Source D’s purpose is that there will still be treatment offered to the patients. I say so because Source D states that, “An 18-month wait for an operation is not uncommon in Britain which is now paying for its citizens to be treated aboard.” This means that the British government was willing to do anything just to allow the patients to be able to receive their medical care in the fastest time and not at a delayed date, which will cause the British to be able to receive such treatments.
3. I can infer that the British attitude with regards to the provision of healthcare was that they were against any change to the implementations. I say so because Source E says that, “I met a retired judge and his wife recently and they were strongly against any reform to the NHS.” This means that the British wanted to maintain such a law and not supporting any changes to it.
Moreover, I can also infer that the British feel that it is not logical to resort to any other solutions, since this policy (provision of healthcare) has been working well. I say so because Source E says that, “They said that they have never taken private insurance and saw no reason why they should have to do so.” This means that the British were determined in sticking to only one solution and not support changes.

3)I think that the British are too reliant on their government. I say so because source E says, "I met a retired judge and his wife recently and they were strongly against any reform of the NHS which meant the government would spend less on NHS. They said that the have never taken private insurance and saw no reason why they should have to do so." This shows that the people let the government to settle the people's heathcare. And hence, I think that the people are being too relient.

I can also infer that attitude of the British is positive towards provision of healthcare. I say so because, "they were strongly against any reform of the NHS which meant the government would spend less on NHS." This shows that they do not want the government to change the NHS at all. Hence, it shows that the British's attitude are positive.
